What is the Local Transport Plan?

The Local Transport Plan (LTP) is a high level policy document that sets the direction for how the Council manages transport in Central Bedfordshire. It encompasses all forms of transport, whether that&#39;s active travel (walking, wheeling or cycling), driving a car, taking public transport, or new and emerging technologies. That said, we have a lot more control over some of those than others - while we own most of the roads we have far less say over the railways, or the government&#39;s legislation on new ways of getting around.The LTP will say what is more (or less) important as the transport system develops and evolves, and set out principles that will guide how the Council spends money on transport facilities and services. This then guides the Council&#39;s other more detailed transport policies, from Local Cycling and Walking Infrastructure Plans to the Road Safety Strategy.The LTP will include an &quot;Infrastructure Delivery Plan&quot; pointing out any &quot;major schemes&quot; that we believe are needed, where changes to transport would need more than &pound;5million spending on improvements.We are legally required to have an LTP by the Transport Act 2000.

What will the Local Transport Plan include?

At this stage, we really don&#39;t know yet. First we need to listen to what everyone has to say, including people who live or work in Central Bedfordshire, businesses, organisations, the transport industry, Town and Parish Councils, and neighbouring local authorities. Then we need to share what they have told us with Councillors, along with other relevant information such as facts and figures about how people travel at the moment. Only then will it be possible to work out what will go into the document.The Local Transport Plan also has to reflect national policy, and while it may include some &quot;blue sky thinking&quot; what is implemented will be bound by financial reality.This means that there are a few things we can be fairly sure about on one level, without having certainty on details. For example, both central government and the Council are committed to reducing greenhouse gas emissions, and government statistics show that transport is responsible for around half of greenhouse gas emissions in Central Bedfordshire. Clearly we will need to do something try to reduce those emissions, but how we go about it will have to take into account what our residents and businesses tell us will or won&#39;t work for them, and what we can afford to spend.

Why is the questionnaire on another website?

Sometimes what we want to ask next will change depending on how you answer a question. For example if we ask how often you walk to local destinations and you say &quot;never&quot; we might want to ask you &quot;why not?&quot;. If you say you often walk to local destinations, obviously that wouldn&#39;t apply.Commonplace (the website you&#39;re on now) isn&#39;t clever enough to do that yet, so we are using &quot;Snap Surveys&quot; alongside it which lets us make sure we only ask you the right questions.

What the current Local Transport Plan has delivered

The current Local Transport Plan has delivered real improvements to travel and transport throughout Central Bedfordshire.These include some really major schemes such as:<ul><li>completing the Busway between Dunstable and Luton;</li><li>building the A5-M1 link road and the Woodside link road relieving traffic congestion in Dunstable and Houghton Regis;</li><li>ensuring new distributor roads in Biggleswade and Leighton Buzzard were provided, enabling homes to be built; and</li><li>supporting improvements in strategic infrastructure such as increasing capacity on the M1, and the Thameslink train improvements project.</li></ul>It also provided for smaller scale Local Area Transport Plans to be put in place, empowering communities to decide what transport changes they wanted in their towns and villages. This led to a total of 258 local schemes being completed between 2011 and 2022, including:<ul><li>15 school safety zones;</li><li>171 active and sustainable travel improvements such as building paths, installing zebra crossings, and providing bus shelters; and</li><li>72 schemes to provide for general traffic, parking and freight, such as altering junction layouts, building parking, or redirecting lorries away from residential areas.</li></ul>
